Shopify Tracking Setup: GA4, Meta Pixel & Consent in Germany
In short: You set up tracking in Shopify without code via the official channels: Google Analytics 4 via "Google & YouTube", the Meta Pixel including the Conversions API via "Facebook & Instagram". In Germany, marketing and analytics tracking requires consent under § 25 TDDDG (formerly TTDSG). So first turn on Shopify's cookie banner and update your privacy policy. For the first few weeks, Shopify's own reports are often enough.
Pixel, GA4, Conversions API, Consent Mode: when it comes to Shopify tracking, tutorials throw terms around and usually leave out German data protection law. This article shows you which tracking you really need in Shopify, how to connect Google Analytics and the Meta Pixel cleanly, and how this fits with your visitors' consent. It is part of our overview Shopify design & technology.
Shopify tracking: what do you really need?
That depends on where you are right now. More tracking means more setup, more data protection effort and more sources of error.
| Stage | What you need | Why |
|---|---|---|
| Store is new, no advertising yet | Shopify Analytics | You see visitors, revenue, conversion rate and traffic sources without an extra tool |
| You run Meta ads | Meta Pixel plus Conversions API | Meta needs purchase signals to optimize ads |
| You run Google Ads or Shopping | Google tag via Google & YouTube | Conversion tracking for Google campaigns |
| You want to analyze behavior in more depth | Google Analytics 4 | Detailed reports across channels and pages |
| You run TikTok ads | TikTok Pixel via the TikTok app | As with Meta: optimizing for purchases |
Without advertising, you don't need a Meta Pixel. And a pixel doesn't bring you customers. It only measures what happens. If you're planning your first campaign right now, also read Meta ads for Shopify beginners.
Consent first, then tracking
In Germany, § 25 of the Telecommunications Digital Services Data Protection Act (Telekommunikation-Digitale-Dienste-Datenschutz-Gesetz, TDDDG) governs when you may store or read information on your visitors' devices, for example via cookies. Until May 2024, the law was called TTDSG. The principle: only with consent. Exempt is what is strictly necessary for the service the user requested, such as the shopping cart. Analytics and marketing pixels don't fall under this exemption.
On top of that comes the GDPR (DSGVO): in your privacy policy, you must explain which tools you use and which data goes to whom. If you share customer data such as email addresses or phone numbers with Meta, this must be stated explicitly.
Turning on Shopify's cookie banner
Shopify comes with its own cookie banner. According to the Shopify Help Center, you'll find it under Settings > Customer privacy > Cookie banner. With the automated settings, it becomes active for visitors from the EEA and the UK, provided you have active markets there. Non-essential data is then only collected after consent. You can customize the text, colors and position. You control which markets are active for you in the Markets settings, see setting up Shopify Markets.
Why the official channels matter
Shopify links the banner and tracking via the so-called Customer Privacy API. According to Shopify, pixels running in the customer events area only start in markets that require consent, such as the EEA, once the visitor has granted the necessary permissions. New pixels require the marketing and analytics permissions by default. Google also lists Shopify as a partner for Google Consent Mode.
This only works if you add tracking through these channels. If you copy tracking codes into the theme manually, the Shopify banner doesn't control them. Then you are responsible yourself for making sure they only load after consent, usually with a separate consent app.
What else belongs in your privacy policy and legal texts is covered in protecting your Shopify store against warning letters.
Shopify Analytics: what you see without extra tools
In the Shopify admin, under Analytics, you'll find an overview, reports and a live view. For the first few weeks, four numbers matter:
- Sessions: How many visits are coming in at all?
- Conversion rate: What percentage of sessions end with a purchase?
- Add-to-cart rate: What percentage of sessions add something to the cart?
- Average order value: How much does a customer buy on average?
Orders and revenue in Shopify are complete because they come directly from your orders. In external tools such as GA4 or Meta, on the other hand, data is missing from visitors who haven't consented or who use ad blockers. That's why the numbers there always differ from Shopify. Lots of visitors but no purchases? Then the checklist for missing sales will help you.
Connecting Google Analytics 4
Universal Analytics is history: according to Shopify, UA properties stopped processing new data on 1 July 2023. Guides in which you copy a "UA-" ID into a field in the store settings are outdated. Here's how to connect GA4:
- In Google Analytics, create a GA4 property and a web data stream for your store domain. You need editor rights for this.
- In the Shopify admin, install the Google & YouTube sales channel and connect your Google account. A Merchant Center account isn't required for GA4.
- In the channel's settings, select and connect your Google tag or GA4 property.
- Place a test order and check in the GA4 real-time report whether page views and the purchase come through.
If you use Google Shopping later, it runs through the same channel. You'll find the steps in Google Shopping with Shopify.
Do you have several stores or domains? It's best to create a separate data stream for each store so the data doesn't get mixed up.
Setting up the Meta Pixel and Conversions API
You connect the Meta Pixel via Meta's free Facebook & Instagram sales channel. In doing so, you link your business portfolio, your ad account and the pixel. In Meta's Events Manager, the pixel is now often called a "dataset". So don't be surprised if you only see datasets instead of "Create pixel".
The three levels of data sharing
In the channel's settings, under data sharing, you choose how much data Shopify sends to Meta. According to the Shopify Help Center:
| Level | What happens | Assessment |
|---|---|---|
| Standard | Only the pixel in the browser records behavior in the store | Ad blockers can stop it |
| Enhanced | Pixel plus Conversions API: purchase events are also sent server to server to Meta, along with personal data such as name, location, email and phone for matching | More accurate measurement, more data protection obligations |
| Maximum | Like Enhanced, plus Meta's latest advertising technology | Same data as Enhanced |
If you run Meta ads seriously, you usually use the Conversions API, because the browser pixel alone misses many purchases due to ad blockers and browser protection. The downside: you transfer personal data to Meta. This must be stated in your privacy policy, and your consent setup must match it. If in doubt, have this point checked by your legal texts provider.
Common problems with the pixel
- The pixel can't be selected in the ad set: As a rule, the pixel must be assigned to the ad account you're running the ad with. You set this up in Meta's business settings under data sources via the connected assets.
- "Maximum" data sharing can't be confirmed: Usually the connection to the right pixel is missing or the account doesn't have all permissions. Check in the channel whether the right pixel is connected.
- Old pixel app still installed: After setting up via the official channel, you don't need an additional pixel app. Remove it, otherwise events are counted twice.
- Missing product IDs or no catalog matching: Check whether product sync is active in the Facebook & Instagram channel and whether the pixel and catalog are in the same business portfolio. You don't need to code anything for this.
- New pixel, no reach: If a new campaign barely delivers in the first few hours, it's usually due to the ad review and learning phase, not the pixel.
TikTok and other pixels
The same principle applies to TikTok: use the official TikTok app for Shopify instead of manually inserted code. If the pixel runs as an app pixel via customer events, the same consent rules apply as with Meta and Google. Check this after installation with the test below. How to connect TikTok to your store is covered in TikTok and Shopify.
For tools without their own app, the Customer events area lets you create custom pixels. According to Shopify, this is something for developers with JavaScript skills; for help, Shopify refers you to Shopify Partners. Always check first whether there's an app. Fewer tools are better here too. Which apps you need at all is covered in Shopify apps for beginners.
Testing: does everything work, and only with consent?
- Without consent: Open the store in a private browser window, decline the cookie banner and view a few pages. Nothing from you should show up in GA4 real-time or in Meta Events Manager.
- With consent: New private window, accept the banner, view a product, add it to the cart, complete a test order.
- Check events: In GA4 and Meta Events Manager, check whether page view, product view, add to cart, checkout start and purchase each arrive once, not twice.
- Check your privacy policy: Are all active tools listed?
Shipment tracking: tracking numbers for parcels
You don't generate the tracking number yourself. It's created when a shipping label is generated with the carrier, whether by you, your shipping tool or your supplier. It reaches Shopify in two ways:
- Automatically: Shipping tools, print-on-demand providers and dropshipping apps usually transfer the number to the order themselves. With some dropshipping apps, however, this is tied to a paid plan.
- Manually: According to the Shopify Help Center, you open the order, click "Mark as fulfilled", enter the tracking number and carrier, and optionally tick the box to notify the customer. If your carrier isn't on the list, you enter the full tracking URL.
With notification, the customer receives the shipping confirmation with the tracking number by email, and the order status page links to shipment tracking. If your inventory management system or an app already sends its own shipping emails, leave the box unticked, otherwise the customer gets two emails. What happens between order and delivery in dropshipping is explained in what happens after the first order.
FAQ
Why can't I paste my Google Analytics code into Shopify anymore?
The old guides refer to Universal Analytics. Google has replaced UA with Google Analytics 4, and old UA properties haven't processed new data since July 2023. You connect GA4 in Shopify via the free Google & YouTube sales channel. There you select your GA4 property or Google tag. Copying code into the theme isn't necessary.
Do I need an extra Facebook Pixel app if I've connected Facebook & Instagram?
No. The official Facebook & Instagram channel installs the Meta Pixel and, if you want, the Conversions API. An additional pixel app or manually inserted code leads to events being counted twice. That distorts reports and campaign optimization. Remove old pixel apps as soon as the connection via the official channel is in place.
Can I use one Meta Pixel for several stores?
Technically it's possible, but it usually doesn't make sense. One pixel for several stores mixes visitors and purchases from different target groups. Meta then optimizes ads for an average audience, and your reports become useless. Create a separate pixel for each store, i.e. a separate dataset in Events Manager, and connect each store via its own Facebook & Instagram channel.
Which data sharing level for the Meta Pixel is common?
If you run Meta ads seriously, you usually use "Enhanced" or "Maximum", because the Conversions API reports purchases to Meta even when ad blockers are in use. Both levels, however, transfer personal data such as email and phone number. This must be stated in your privacy policy and match your consent setup. Without ads on Meta, you don't need data sharing at all.
Is the Shopify cookie banner sufficient in Germany?
For stores that only use Shopify's own channels such as Google & YouTube or Facebook & Instagram, it's usually a solid basis, because these channels are tied to consent. If you use additional tools that don't run via Shopify, you often need a consent app. Whether the banner texts and categories fit your store should be checked by your legal texts provider.
Why do Shopify, GA4 and Meta show different sales figures?
Shopify counts every order because the data comes from your store itself. GA4 and Meta only see visitors who have consented and don't block tracking. Meta also attributes purchases to ads according to its own time windows. Discrepancies are therefore normal. For your actual revenue, Shopify is always the reference; for optimizing campaigns, use the values in the respective ad tool.
